Clever is the Transboundary Waters Programme Leader at GRID-Arendal. Much of his work programme is focused on Africa.

With nearly 90 per cent of the world population living in countries where freshwater resources cross borders, the peaceful cooperation and sustainable use of shared waters are critically important. In Africa alone there are 64 shared river/lake basins. These basins are important hubs for economic development and regional integration. By focusing on transboundary waters, GRID-Arendal does not only seek to provide innovative communication tools and products that enable the sustainable use and development of such shared resources, but also to:

• Develop local expertise in various areas of environmental assessments, including web-based mapping and data management, remote sensing, disaster risk assessments, green economy approaches, and integrated water resources management;
• Provide a platform for dialogue on transboundary water issues between governments, civil society, media, youth and other stakeholders;
• Provide scientific evidence to enable sound decision and policy-making; and
• Demonstrate the social, environmental and economic benefits that accrue to riparian countries through the equitable use of transboundary water resources.

Clever Mafuta’s 2015 Transboundary Waters Programme is conducting assessments on three river/lake basins in Africa. These activities will lead to publications on Limpopo and Okavango River Basins, as well as on Lake Victoria Basin.

Over the past 20 years, Clever has largely been involved in environmental assessment and reporting, and project management. His notable achievements include being the co-Coordinating Lead Author for chapter 9 (Africa) of the fifth Global Environment Outlook (GEO-5) report; co-Coordinating Lead Author for chapter 6 (Regional Perspectives) of the fourth Global Environment Outlook (GEO-4) report; Coordinating Lead Author for the third Africa Environment Outlook; and Technical Editor of the Zambezi River Basin: Atlas of the Changing Environment.

Prior to joining GRID-Arendal, Clever worked mainly in the Southern African Development Community (SADC). He has a fair amount of knowledge about the state of Africa’s environment.
